When a restrictive import policy is announced, I tend to look at the message beneath the text. Pakistan has just sent a clear signal to the automobile trade: the Economic Coordination Committee presented to the Federal Cabinet the approval of the abolition of the Personal Baggage Scheme, while tightening the two remaining used-vehicle import channels, the Gift Scheme and the Transfer of Residence Scheme. To someone used to reading sports data, this story is not on a pitch, but it has the structure of a defensive match: the government keeps raising the fence.
For years, Pakistan has been one of the most active markets for used vehicles. Pakistanis living abroad and returning citizens were allowed to bring one car under a preferential customs rate. In theory, the Personal Baggage Scheme, Gift Scheme and Transfer of Residence Scheme were designed to serve genuine personal needs. In practice, a class of brokers grew by buying the import rights of eligible people and using them to bring in commercial vehicles at a much lower tax cost. The government frequently said this caused revenue leakage, created unfair competition for local assemblers and distorted the used-car market.
The new decision is therefore more than a procedural change. The interval between two preferential imports will rise from two years to three years. The beneficiary must live abroad for at least three years and accumulate at least 850 actual days of residence. Imported vehicles cannot be transferred for one year. Most importantly, the Personal Baggage Scheme is completely abolished.
From a technical point of view, 850 days is the most interesting figure. It is about two years and four months, but it is placed inside a minimum three-year residence condition. This prevents someone who simply flies in and out from being eligible. For customs, it also creates a threshold that can be checked through immigration data.
The extension from two years to three years shows the government wants to reduce turnover frequency. The one-year non-transferability rule makes abuse more expensive. But I am not quick to call this a victory. Data do not lie; those who read the data find excuses. To know whether a policy works, we must look at the behavior of those affected, not just the text.
The biggest blind spot lies in the two remaining channels. Commercial importers will shift to the Gift Scheme and the Transfer of Residence Scheme. Both have a personal nature, but both can be abused if someone registers the car on behalf of another person. The analysis states that rules which look impressive on paper often become flexible under commercial pressure.
The Pakistani government seems to understand this. The Ministry of Commerce says it is too early to assess the impact on total imports and that monitoring must continue. This cautious answer suggests the authorities do not yet have a complete picture. In my analysis, a policy without baseline data is very difficult to measure. If we do not know how many vehicles passed through the Personal Baggage Scheme, how many files were suspected of fraud, and how many businesses depended on it, then the post-reform decline in numbers may only reflect a small part of reality.
From a governance perspective, abolishing the Personal Baggage Scheme is bold. Increasing the residence period to three years, requiring 850 actual days, and banning transfer for one year are logical moves. But a logical framework does not automatically produce effective enforcement. Customs must upgrade immigration data, link with vehicle registration authorities and follow financial flows. If not, violators will quickly adapt their behavior to the new framework.
The lesson here is not only about cars or tariffs. It is about how we evaluate reform. Ask who benefits, who loses, and who adapts fastest. When one door closes, flows never disappear; they change direction. The next monitoring cycle in Pakistan will be the data from Gift Scheme and Transfer of Residence Scheme imports over the next six to twelve months. If those numbers begin to swell, the reform has only succeeded on paper. If imported commercial vehicles truly decline, Pakistan can say it has regained some control. For me, the big question is not who wins today, but whether the monitoring system is alert enough to catch the next changes.
